Ursprünglich 1999 veröffentlicht, markierte „13“ einen mutigen Aufbruch für Blur, mit experimentellen Texturen und emotionaler Tiefe. Diese remasterte Sonderedition erscheint auf audiophilem 180-g-Vinyl und ist in einer Klapphülle mit aufgedrucktem Artwork untergebracht. Das Album wurde von William Orbit produziert und in mehreren Studios aufgenommen, darunter im Studio Sýrland in Reykjavík und in den Sarm West Studios in London.

Das Cover zeigt Kunstwerke von Graham Coxon sowie zusätzliche Designelemente von Keith Albarn und Hans Jenny (Chladni-Kreis-Bilder).
